Further more, computer technologies mesh with governmental rationalities to intensify the surveillance of welfare agencies and staff – through the automatic recording and analysis of performance indicators (Adler and Henman, 2001) – and of welfare subjects (Henman, 2004).

An analysis of the governmental technologies of welfare reform cannot bypass the techniques through which welfare subjects, their identities, subjectivities and capacities, are formed, governed and self-governed. Such an analysis would highlight the work of government policy, the practices of welfare agencies and their staff, and the work of welfare subjects on constituting and transforming themselves. Reinforcing political rationalities, policy reforms of greater and more restrictive means testing, new and stricter timelimited benefits, new choices for clients in welfare services, and redefined workforce incentives (through tax credits, reduced replacement rates and reduced effective marginal tax rates), have all sought to reconstitute the welfare subject as a rational, selfmaximising, entrepreneurial agent so beloved of neo-liberalism (Rose, 1992; Burchell, 1996).
