Several investigations (Morrison [43] ; Meyer, et al. [44] ; Parker [45] ) have supplied evidence of a basic instability in the interplanetary magnetic field resulting in a turbulent halo of disordered heliocentric field. Probe flights into space would allow study of this, free of the effects of the geomagnetic field. A turbulent halo as proposed would act as an energy dependent diffusive barrier to charged matter and grossly modify the transportation of energetic matter through the solar system.

Kellog [41] has made detailed calculations of the expected ambient density based upon the original suggestion of Gold pertaining to the albedo model. Hess [42] has determined the spectrum of ambient neutrons in the atmosphere and insertion of these data into the diffusion equation may yield definitive data on the validity of the albedo as a source. Considerable work remains to be done upon the composition and spectra of the constituents of the trapped radiation. It is clear that the mechanism for diffusion of this high energy plasma throughout the field as well as for acceleration processes is subject to considerable further study.
